20 over Competition
General
0.1. The Condaroo 20/20 League shall be played according the most recent version of the Laws of Cricket, available on the MCC website.
0.2. The competition will be a single round robin competition, without a final
0.3. The competition will be composed of the following 6 clubs: La Reina CC, Las Condes CC, Santiago CC, La Dehesa CC, ECCC and Viña XI
0.4. Each club will be charged a flat fee for the season of $150.000 which corresponds to 5 games at 30.000 a game, regardless of how many are eventually played.
0.5. The format shall be white clothing and red ball. Each club will be required to have a shirt, and ensure that all players wear white trousers or shorts (which will be available for sale at cost price from the association).
0.6. Given the format of the League, it is encouraged and hoped that players from a previous or subsequent match help with umpiring and scoring of the other match in which they are not playing. This will help with the application and adoption of these rules.
1. Hours and Conditions of Play
1.1. All matches to start promptly on time. In the case of a 2 game-day, matches will begin at 12pm (Game 1) and 3pm (Game 2), and if there are three games a day they will begin at 10am, 1pm, and 4pm respectively.
1.2. The toss must take place at least 15 minutes before the scheduled starting time, and at least 7 players must be present, or the toss will be forfeited.
1.3. Each match will consist of 2 innings, 1 per team, and each innings will consist of 20 overs maximum
1.4. A minimum of 10 overs per team will constitute a match.
1.5. An average of 16 overs per hour must be bowled
1.6. A side not ready to start at the scheduled time, or which delays without due cause shall lose one over of its innings for the first ten minutes they are late or delay, and one for every subsequent 5 minutes after that.
1.7. In addition, at the start of the match they shall forfeit the toss if they are not ready at least 15 minutes before the scheduled start time.
1.8. Balls: The ball which will be standard and used in all matches in the competition, will be provided by the association, and will be at the cost of the club as part of the subscription fee.
2. Intervals
2.1. Should all the overs be bowled and no interruptions encountered the sessions would ideally begin and end at the following times:
First Session: 12pm – 1:15 pm
Second Session: 1:30pm – 2:45pm
Third Session: 3pm – 4:15
Fourth Session: 4:30 – 5:45
In the case of a 3 game day, the same durations will apply
2.2. Tea interval: There will be a maximum 15 minute turn around between innings, and tea will be taken at the end of the game
2.3. Delays due to the batting team, refer to 1.6.
2.3.1. For any delays due to the bowling side, a point will be lost for every 10 minutes after the scheduled restart time.
2.4. Drinks interval: 5 minutes each, maximum
One drinks interval may be taken after 10 overs of the innings have been bowled (if necessary)
Drinks must be taken on the field of play.
3. Over rates
3.1. In all innings, an average over rate of 16 overs per hour of actual playing time must be achieved, unless special circumstances exist.
3.2. Due allowances of time shall be made for losses of playing time which are beyond the control of the bowling side. This shall be decided by the umpire, or in the absence of such it will be by mutual agreement of the captains.
3.3. If such circumstances exist, and it is deemed that the full allocation of overs cannot be bowled before the end of the day´s play (which is to always be the aim) refer to Section 4 Lost Time.
3.4. Any bowling side failing to achieve the required over rate, without due cause, shall lose 1 point for each two overs per hour by which they fall short of the requirement
4. Lost Time
4.1. By agreement of the captains (and with approval of the umpire if present), the match may be extended beyond the scheduled close of play to allow the maximum possible number of overs to be bowled (considering the light and the weather). This does not affect any loss of overs as punishment for lateness or delays.
4.2. In the case of lost time due to unpreventable circumstances (eg. rain/bad light), the number of overs bowled will be reduced evenly for both teams at the rate of 16 overs per hour (1 over/4 minutes)
4.3. In the case of lost time in the second innings, overs will be lost as in 4.2. but the score will be recalculated according to the run rate in the 1st innings (multiplied by the number of overs which are left to play).
4.4. No match shall be started after 4:30pm (2 games/day) or 5:30pm (3 games/day) to allow a 10 over a side match to be played.
5. Bowling restrictions
5.1. No bowler may bowl more than 4 overs, or in the case of reduced overs, more than 20% of the available overs in any innings, except when the number of overs is not divisible by 5, in which case one over per bowler may be added until the balance is made up.
6. Fielding restrictions
6.1. Two semi-circles (radius 30 yards or 27.43m), with their centre as the middle stump at either end of the pitch, and joined by two straight lines shall be drawn on the field of play
6.2. There shall be 1 obligatory powerplay period per innings in the first 6 overs of the match
6.3. For the powerplay, at the instant of delivery, a maximum of two fieldsmen will be permitted to be outside the fielding restriction
6.4. For the powerplay, at the instant of delivery, there must be at least two fielders in close-catching positions (slip, gully, short leg etc.) within 15 m of the bat.
6.5. At any other time, at the instant of delivery, a maximum of six fieldsmen will be permitted to be outside the fielding restriction.
6.6. No more than two fielders may field behind square on the leg side.
6.7. At no time may there be more than 6 fielders on the leg side.
6.8. In the event of an infringement, the umpire shall call and signal a "No Ball"
6.9. In the case of loss of overs, the powerplay will no longer be played, but the other restrictions will remain in force.
7. No Balls
7.1. Bowlers will be allowed to bowl one short pitched delivery (bouncer) per over (which passes or would have passed above shoulder height but below the top of the batsman´s head when stood upright at the crease).
Any ball which passes over the top of the head, or a second bouncer in an over, will be called a no ball
If a short pitched delivery passes over the head of the batsman, and according to the official umpire (if present) does not allow him a reasonable opportunity to score, it will be called wide.
8. Scoring of points
8.1. The maximum number of points any side can be awarded is 10
8.2. Match points shall be as follows:
10 points for a win
6 points for abandonment of the match
10 points for a forfeit
5 points for a tie (regardless of wickets fallen)
No points shall be awarded for a defeat, or to the side that forfeits
8.3. There shall be no bonus points
8.4. It is the responsibility of the winning captain to submit a complete scorecard, and match report to the CEO before 9am on the following Tuesday, unless there is an official scorer present. In this case, only a match report must be submitted by the captain by this same deadline.
8.5. A scorecard must have the signature of the scorer and both captains, unless it is an electronic scorecard.
9. Player Eligibility
9.1. A minimum of 7 officially listed players must play in a side for a result to stand. A team failing to produce 7 officially listed players from the same club will forfeit the game and the opposition shall be awarded the maximum 10 points
9.2. All players must be fully paid up (to their club) and registered with the association, to be considered as a listed player.
9.3. To be officially listed all Chileans and Permanent Residents must be listed in the Libro de Registro de Socios for each club. All players including non Chileans and non permanent residents must be registered in the official club player´s list submitted to the association at the beginning of the season, and updated monthly.
9.4. All new players arriving to the association will be drafted to a club, according to the judgement of the playing committee.
10. Abandonments, Postponements, Cancellations and Forfeits
10.1. Any match which is unable to be completed on the day due to unforeseeable and/or unpreventable circumstances (by mutual agreement of the captains and agreement of the official umpire if present) will be considered “abandoned” on the day.
Abandoned matches will be considered postponed, with an aim to re-fix if possible, subject to approval by the fixtures committee.
If a match cannot be refixed, 6 points will be awarded per team, as per 8.2.
10.2. Any match which, for whatever reason cannot be played by one team will be forfeited, and the opposition team will receive the full 10 points, unless it is possible to refix the game within the dates available. A forfeit must be communicated to the CEO, Fixtures Committee and Opposition Captain by 6pm on the previous Wednesday.
10.3. In the case of a forfeit which is informed to the CEO, Fixtures Committee and Opposition Captain by 6pm on the previous Wednesday, if it cannot be refixed, 2 points will be awarded for allowing time for an alternative fixture, except in the final weeks if these points affect the table standings.
10.4. Any team which forfeits after 6pm on the previous Wednesday will receive zero points for the fixture.
10.5. If both teams are unable to play, it will be considered abandoned as opposed to forfeited by either one, and each team will receive 6 points.
11. Penalties/Fines
Penalties may be imposed by the fixtures committee, and/or Cricket Chile Executive Committee in the following cases, and others which they see fit:
11.1. Failure to keep up to date with Association membership requirements
Chile Deportes
Match Fees
Member contributions
Balls
11.2. Failure to submit match report and scorecard as winning captain (scorecard must only be submitted if no official scorer was present).
11.3. Lack of respect for umpires, scorers, opposition and fellow players
11.4. Disrespect for the spirit of cricket, and other behaviour deserving of disciplinary action
12. Complaints and Appeals Procedure
12.1. All complaints about decisions, results, rules, officials or oppositions can be made in writing to the playing committee and will be discussed at the next monthly meeting, or if necessary as soon as possible.
12.2. If the playing committee is unable to meet in an appropriate time scale to respond to an issue, it will default to the monthly meeting of the Cricket Chile Executive Committee.
12.3. If you are unhappy about a decision, it can be brought to appeal in person, firstly to the fixtures committee and then to the Executive committee for a second opinion.
12.4. After an appeal, the decision of the Executive committee is final.
